Audiência e conteúdo.
Criação de um Instituto Público de Comunicação Televisão e Pesquisa. Esse instituto deverá coordenar todo o pensamento de comunicação produzido no Brasil pelas emissoras, instituições e universidades e divulgá-los. Deverá ainda produzir pesquisas de opinião mais amplas e aprofundados do que as realizadas pelo IBOPE, sobre audiência, conteúdos e significado da televisão pública.
